School Nutrition Training Planning: How Supervisors Can Build a Stronger Program Over Summer

Innovation in School Nutrition Programs: The Hidden Costs
September 9, 2026
August has a particular kind of pressure in school nutrition. The school year is close; there are still open positions to fill, menus to finalize, compliance applications to submit, and food orders to place. Everything about school nutrition staffing and menu planning feels urgent at once.
The supervisors who handle August best are usually the ones who started their staffing and menu planning work way before back-to-school training.
This final post in the Summer is for Supervisors series covers the operational work that needs to happen before the back-to-school bell rings: filling positions, finalizing menus and production records, updating pricing, processing equipment and uniform orders, and completing required compliance applications.

School Nutrition Staffing and Menu Planning: The Foundation of a Strong Start
Staffing and menu planning might seem like two separate tasks, but they’re closely related. You can’t execute a menu without the right people in place. And you can’t fully onboard new staff without knowing what menus and production records they’ll be working from.
Research published through the School Nutrition Association consistently shows that staffing vacancies and last-minute menu changes are among the top operational stressors for school nutrition programs. When these two areas are addressed systematically during the summer, programs start the year with significantly more stability.
The goal is preparedness. Here’s what that looks like in practice.
Fill All Vacant Positions Before School Starts
Open positions at school sites going into the first week are a serious operational risk. One vacancy in a small kitchen can change everything about how service runs, how long lines are, and how much pressure falls on the staff who are there.
Prioritize Site-Level Positions
If you have vacancies, treat filling them as a top priority through the summer — not something to address if you get to it. Work closely with your district’s HR department to understand:
- Where applications are stalling in the hiring process
- Which sites are most critically understaffed
- What your realistic timeline is for getting new hires cleared and onboarded
If you’re heading into August with positions still open, it’s time to have an honest conversation with your district about contingency plans.
Plan for Realistic Onboarding Time
A new hire who starts the week before school opens doesn’t have enough time to learn your systems, understand your menus, and get comfortable before students arrive. Build onboarding time into your staffing plan so that new employees have at least a few days, ideally a week or more, of real preparation before Day 1.
Process Equipment and Uniform Orders
New staff need uniforms. Updated kitchens need equipment. Both take longer to procure than most people expect.
If you haven’t already placed equipment and uniform orders for the coming year, you need to do so now. Common delays include:
- Purchasing department processing time
- Vendor lead times, especially for specialized equipment
- Sizing and customization for uniforms
- Shipping delays, particularly in late summer
Don’t assume orders will arrive on time if you place them in August. Follow up on anything that’s been submitted but not confirmed.
Finalize Menu Planning and Production Records
Menus and production records are the operational blueprint of your school nutrition program. They need to be finalized and distributed to site staff before school starts, not on the first day.
Program leaders should pre-fill as much information as possible, including menu items, product codes or recipe numbers, serving size or amount, and cost per serving. Site-level staff should only be responsible for forecasting, completing actual amount prepared, amount leftover, and actual servings to document the reimbursable meal.
Menu Planning Considerations
When finalizing your fall menus, verify that every menu item:
- Meets current USDA meal pattern requirements
- Has a complete, accurate product specification on file
- Is available through your approved vendor at the quantities you need and agreed upon pricing
- Has been tested and documented in production records
USDA’s meal pattern requirements for the National School Lunch Program specify age-grade group portions, component requirements, and weekly averages that must be met. Making sure your menus are verified against these requirements before school starts prevents reimbursement issues later.
Production Records
Production records are both a compliance tool and an operational one. They tell staff exactly what to prepare, in what quantities, and how. They serve as documentation for NSLP reimbursement claims and Administrative Reviews.
Summer is the time to:
- Create or update production records for all menu items
- Verify that portion sizes and component contributions are accurate
- Ensure records are accessible at each site
- Train site managers on how to complete and maintain them correctly
Ensure Food Orders Are Ready for the Start of School
Running out of food in the first week of school is a visibility, financial, and staff morale problem. Getting your food orders placed and confirmed before school starts is non-negotiable.
This means:
- Confirming opening inventory levels at each site
- Placing initial food orders with enough lead time for delivery
- Verifying that commodity food orders are on schedule
- Having a plan for what happens if a key item isn’t available
Work with your vendors now to confirm delivery dates, not the week before school. The closer you get to opening day, the less flexibility you have.
Update Meal and A La Carte Pricing Documents
Meal prices need to be reviewed annually. If yours have changed or need to change, that information needs to be board-approved, communicated to staff and administration, updated in your point-of-sale system, and posted where families can see it before school starts.
The USDA’s Paid Lunch Equity (PLE) rule requires that paid meal prices be sufficient to cover the cost of meals at the free and reduced-price reimbursement rate. If your prices need adjustment to stay compliant, summer is the time to make that change and communicate it clearly. If you are delaying a meal price increase, state approval is required.
À la carte pricing should also be reviewed for accuracy, communicated to all team members, and updated in all systems before the first day.
Update Fresh Fruit and Vegetable Program Documents
If your district participates in the Fresh Fruit and Vegetable Program (FFVP), your documents and plans need to be current before the program resumes in the fall. This includes your approved food list, budget documentation, and any required state agency submissions.
Check with your state agency to confirm any new requirements or changes to FFVP administration for the coming year.
Complete the NSLP Application
The National School Lunch Program application is one of those tasks that is sometimes put off and then the deadline is right in front of you. Summer is the right time to complete or update your NSLP application and confirm that all required documentation is in order.
This process includes verifying:
- Free and reduced-price meal eligibility documentation
- Non-discrimination statement posting requirements
- Civil rights compliance
- Any updates required by your state agency
Don’t wait until the last minute. State agencies have their own timelines and processing requirements, and late submissions can create complications with reimbursements.

Conclusion
School nutrition staffing and menu planning done well in summer doesn’t just make August easier. It makes the entire school year more successful.
When staff members are hired and onboarded on time, menus are finalized and tested, food orders are confirmed, and compliance applications are submitted, your program starts from a position of strength.
Not every year will be perfect. But starting from solid ground makes every challenge easier to handle.
That’s what summer is for.
Study Questions
Open positions going into the first week of school create service gaps, increase pressure on existing staff, and can compromise meal quality and participation. Filling vacancies early also allows time for meaningful onboarding before students arrive.
Every menu item must meet current USDA meal pattern requirements, have accurate product specifications on file, be available from approved vendors at the needed quantities, and be documented in completed production records.
The Paid Lunch Equity rule requires that paid meal prices be sufficient to cover the cost of meals at the free and reduced-price reimbursement rate. Programs that haven't reviewed pricing recently may be out of compliance and should adjust prices before the school year starts.
Vendor lead times, delivery schedules, and commodity food availability leave little flexibility close to the school opening. Confirming orders early ensures delivery timing is aligned and provides time to source alternatives if something isn't available.
Supervisors should confirm that free and reduced-price eligibility documentation is current, non-discrimination statements are posted, civil rights compliance requirements are met, and any state agency-specific requirements for the coming year have been addressed.
